There's only one catch: the little tab thing on the seat bottom fits into the slot on the bike frame, and catches. Maybe some lube would help?
If you bend over, you can see the tab as it, hopefully, slides into the slot. I always have to watch mine, or else I miss the slot, and the seat fails to catch. Try some silicone spray lube.

Thats a lot of Bending over and lubing as it slides into the slot...  :censored: :censored: :censored:

EDIT:  To make this post not completely useless, Make sure everything is lined up (Including the slot mentioned above) and the clip is as well.  Take the key out of the seat lock, and push down on the seat.  If that doesn't work, punch it down.  Don't worry, it's softer than your butt thinks it is.

Check that the two rubber blocks are still glued to the frame. Thet look like two wedges about 1" to tbe side. They are known to come loose after a few years and might be in the way.

I have never reattached a stock seat before, because after I took off the stock, the Sargent World low seat went on.  And it is a nightmare to get back on the bike (not exactly easy to get off the bike either, but that is a lot easier).  I tried showing the dealer this last time, they ended up just leaving the thing unlatched the whole time.  I like the seat a lot, just not getting it on/off.

I can't get my seat to latch at all since I got it back from Laam. The other seat I have locks in fine. I keep hoping and screwing around with it every few days and sit and ponder both to see if there is something I have missed but I am unable to figure it out.
