Title: Fork preload caps?

I picked up a 2003 C10 and I'm learning about the bike.

I just took out the bar risers that it had because I like the lower position.

My question is - is there supposed to be a cap that goes over the preload adjusters?

Now that I have taken out the risers, which had their own caps system, my adjusters are out in the open.

Normal?

Found a photo in the owner's manual in pdf form online and I see the adjusters are naked to the world.
