Oil and filter changed, put a couple hundred miles on the bike. Problem still persists, however it is less common.

I'm not suggesting this is the best course of action FOR YOU, but my C14 just hit 5000 miles and I'm just now getting to the point where 2 to 3 and 3 to 2 shifting is better than hit or miss. Sometimes it doesn't shift at all and I have to lift my foot completely off the lever and try again. But it is getting better. I don't know if there is a fix other than to work it out over miles or trade it off.

I rarely have any shift problems.  But I did adjust the shifter to better fit my particular foot angle and boot.  The C14 has a notoriously wonderful transmission; actual problems with it are pretty rare (based on thousands of postings).
