Am trying to replace my scratched outside saddlebag cover with a new one.  I cannot remove it as it has a special type bolt that has a hole thru the center of it, which is NOT an allen type bolt/screw.

So cannot remove it.  I can of course remove the hinge using the 4 standard bolts and capnuts inside the saddlebag, but the hinge is attached to the outside cover and I don't have or don't know what type of wrench or device to remove it.

I know this is done for security reasons by Kawasaki, so any help would be appreciated to I can resolve and replace this outside cover.

That special 'bolt' is otherwise known as a pop rivet.

+1  Just select the correct size drill bit (a little bigger than the center hole or the current pop rivet) and drill it out.  Once you have all the pop rivets out, you will need to put new pop rivets in after installing the new cover.  Advance Auto parts or Autozone may rent you a pop rivet gun if you don't have one.

LOL :)

Yep.  It has to be drilled out and then re-pop-riveted or changed to a bolt or whatnot.

Easy boy's, let's make everyone fell welcome.  Remember there are no stupid questions only stupid answers.  You can also buy a pop rivet gun at harbor freight cheep.  If you do a search for pop rivet you may find the equal SAE size which I believe is 5/32 or order the ones from Kawasaki.  You will need 5 per side.
I always wanted to be somebody......I guess I should have been more specific.

I beg to differ about the 'there are no stupid questions' statement.

A while back we had a guy come here and he wanted to know how to get the chain cover off of his C14 so that he could do some maintenance on it. The rear wheel drive chain...   :o

One does well here if they can take a bit of ribbing in order to get an answer.  We're an equal opportunity (we make fun of everyone) forum.

At least (mostly) helpful responses were provided... That's better than usual.

This almost fits the OP's description. So the question has some merit.

... but DON'T use those on your bike! Most of those are soft aluminum. I use those to bind drawings together.

Of course, if you MUST use them on your bike, please provide video of a spirited ride with full bags, aimed at where these were installed.

Humor mixed with a good recommendation......excellent!  Key word 'were'.

Due to the soft aluminum, I'm not sure locktite would help. They may actually break due to stress. I would stick with the proper rivet.
