Not a locksmith, but have picked a 'wafer' lock. Don't know if this applies to the C14.
Speaking as a former Vision owner, the locks on Yamahas are pretty simple, single-sided wafer locks. I bought a parts bike Vision and picked the ignition, tank, and seat lock. The pick I made was a straightened clip from an old glove, you know the kind that keeps your ski mitts together.

http://www.lockpickguide.com/waferlocks.htmlBasically, you stick in the piece of metal, apply torsion, and wiggle it up and down until it releases. Keep the wafers in position.
Once you get one apart, get a blank from a suitable Japanese car, file it until all the wafers line up, and use it to open the other locks. Yamaha keys are double-sided, so you can put them in either way, but you only need to file one side of the key you make.
