So the 'everybody needs to wear a helmet' expert openly admits that as a percentage, fatalities for motorcyclists has stayed constant, when correcting for the number of motorcycles and amount of miles ridden... yet because 'deaths are on the rise' as a raw number, we need more legislation?  Weak argument.  Cars are A LOT safer than they were in the '60's, which accounts for the constant # of deaths (and thereby falling % for cagers) when you consider # of cars and miles driven.

Fed.gov has no business in this... kinda not in their constitutional mandate.  Maybe, just maybe, at some point they'll get the stuff they're REQUIRED to do (i.e. pass a damn budget) worked out and at that point I'd be willing to entertain discussion about stuff like this.  But until they get the stuff they're supposed to be doing taken care of, they need to STFU about everything else.

the qualified safety helmet, and it is capable of a spectacular reduction of
head injury frequency and severity. The Federal Motor Vehicle Safety Standard
218 provides a highly qualified safety helmet for "se by motorcycle riders.
This research shows NO reasons for a motorcycle rider to be without a safety
helmet; qualified helmets do not limit vision or hearing in traffic or cause
injury.

Considering that "spectacular reduction of head injury frequency and severity..." by the use of helmets is noted by the Hurt Report, it only make sense to this helmeted head that a government that can tell us that we MUST wear seat belts, MUST buy insurances of all types, and that we MUST be married to a person of a different sex MUST certainly be able to tell us that we MUST wear helmets.
