I've done that with the stock pegs. Now when I go into attack mode I put my feet up higher.
I try do the same thing, when I remember. I didn't remember a few weeks ago, and had both feet with the peg before the heel (with my toe extending below the brake/shifter) and was surprised by my boot scraping the pavement. But my C14 is lowered 1", so I have already lost some clearance. I have never touched the
pegs to the pavement... yet. Even lowered, the bike will lean significantly more than I am willing to discover.
But yes, lowering the pegs by either lowering the bike or lowering just the pegs will, indeed, reduce maximum lean angle. As to whether it will affect the rider, it depends on how the rider wants to lean
