You should have two. One large active fob and one smaller passive fob. This should come with every new bike. If you bought new the dealer owes you a replacement. Do Not Lose your only fob.

Then clone your passive. Either to another passive or even a Ford F-150 key ( search it). Always nice to have a couple of backups ;)

If you bought it new from a dealer and they lost or discarded the passive fob, then the DEALER should pay for it.  Interestingly, this is far from the first thread about a dealer losing the passive fob.

Nope.  I've heard of some that bought new bikes where the dealer lost the passive fob card.

Bought my 2012 new, Only came with one Fob & I asked when picking up the bike if there was another. I was told no they only come with one & I would have to buy one if I wanted a spare. I told them it was supposed to come with 2 & one being the passive one but it was a loosing battle. Over the next couple days after buying the bike I did my research & verified I was right on the bike supposed to come with the second fob. I called the dealer & said they owed me a fob & if they as a Kawasaki dealer won't give me what originally came with the bike I would contact Kawasaki corporate to resolve this. They said they would get back to me, 2 Days later my passive fob showed up in the mail from the dealer. Since it was already programed for my bike & I did not bring the bike in it had to be the original. MAKE the dealer give you one !!!!!!!!!!!!!

Nope.  I've heard of some that bought new bikes where the dealer lost the passive fob card.

While I'm sure it's easy for the dealer to lose the extra passive FOB + key, doing so is their problem, not the customer's.  The dealer OWES the buyer all the parts that Kawasaki says is a part of the "delivery" for the C14 and that includes such mundane things as the tires, the owners manual, the active KiPass FOB + key, the passive Key Immobilizer FOB + key, and the stove-knob key.  If they are missing the dealer should provide a replacement free-of-charge or reduce the bike's price accordingly.

New 2008 and 2009 C14s came with TWO active KiPass FOBs each with a key inside.

Since 2010 C14s come with ONE KiPass FOB + key and ONE Key Immobilizer FOB + key.

If you got shorted go back to the dealer and insist they made it right.
