Maybe the 'unlit' LEDs (if any), are for brakes only? Remember they're 2008 crappy technology (LEDs have come a long way since then). And yes, I also think the tail (and even the brake) lights on this bike are on the dim side. All my vehicles with LEDs are much brighter than this bike. Some cars like Cadillacs, are retina-burning bright, so at the other extreme. We need something in the middle, like most vehicles nowadays. BMW bikes are about twice as bright as this bike in both tail and brake light modes, and how all motorcycles should be intensity-wise IMO.
As MOB says, the design in the LED spacing is intentional. I don't think the light is all that much dimmer than other LED vehicles. It is dimmer than what my Admore light bar puts out (mounted below the license place on the C14) but not by a whole lot. Brake lights that are too bright can actually be an annoyance at night- blinding rearward drivers, especially at stoplights (and you are right about some cars like Cadillacs being that way). I believe in the "more area is better" rather than "brighter is better" way. I prefer a similar light output, but spread across a larger area, so there are fewer "hotspots". For bikes, a temporary brake light modulator (a few seconds with a reactivation disable delay) is also a *very* good idea (and yes, I do have that too). But I do hope those don't make it to cars, since we still need a few advantages.
