Steve, a little late to this thread, but looking at those, I would say they are exactly the same as the DIY lights, except they bumped up the current draw. The CREE XML T6 LED is the same one used in the DIY-3100 units I have on my 2010. I did get a little carried away, and mounted 4 of them on my bike though.
I would be concerned that the higher current draw may shorten the life of those lights, but it's a temperature / overheating induced failure. Since you typically only run high beams at night (when it's cooler), perhaps the point is moot.

As for being "too bright", NEVER! If you're worried about that, get a PWM controller, and turn them down to what ever brightness you're comfortable with, for the particular road you're riding on.
