UPDATE
The dealer replaced the cover which he stated retails for 90.00 under warranty. In addition he replaced the front TPMS sensor which was flashing low battery in colder conditions and he replaced the rear TPMS sensor as well. It was never working from day one. Here is a photo of the replacement job. I decided to keep the cluster with a slightly heated speedo needle for DMV and mileage purposes. I will definitely keep the dash covered while stationary from now on.
