Are the supplied screw drivers in the C14 tool kit JIS or phillips?

You're not seriously considering the 'toolkit' and I use that term very loosely, are you? But to answer your question, I'm pretty sure it's a phillips.

First thing to replace on every bike - the stock tool kit.

No, I don't think of it as a real toolkit, however, it seems strange to have JIS fasteners, like on brake resevoir, and provide a phillips screwdriver in the kit. I just ordered a set of JIS (Japanese Industrial Standard) screwdrivers.
Just a quick warning, JIS screws and phillips screwdrivers do not work well together.

The Dollar Tree supplies Kawasaki the tools in the stock tool kit.

I don't think so. The Dollar Tree sells higher quality tools than that.

The nice thing about the tools in the kit is that you use them once then unwrap the foil and eat the chocolate.

I don't think so. The Dollar Tree sells higher quality tools than that.
Pound shop is even better ;) 1.59 times better :)
