Must have knocked this off putting the panel on. Can I get by without it? What does it do?

It is just some type of anti-vibration device to help keep the radiator cap closed.  I remember messing with it, thinking it was strange and probably not really all that necessary.  If it happened to me, I would be tempted to just wait until next time I had it apart to put it back on.

I am definitely leaning that way. I have never had a rad cap come loose on anything. I have forgotten to put one back on.

I don't see how it would come loose if the cap is put on correctly.  I don't recall that on my 08.

It's not on my '08 but it is on my wife's '15 with the new Gen 2 fairings.
