The fob has to be recognized by the ecu. The is done with dealer software.

I also believe that the used or new fob has to come with the id numbers so that it can be programmed into the ECU.  You can also get the credit card fob that the 10+ bikes came with to use as a spare as well.

They must have the numbers or it cannot be programmed. It was believed that the computer would only recognize two fobs at a time. I know this is not true. When I had my 08 I thought I had lost one of the two dealer supplied fobs. I bought a new one and had it programmed. Several months later, I found the original fob and it still worked leaving me with three working fobs.
