Does anyone know where to purchase the software and cables necessary to re-flash the factory ECU?

Thanks!

I know this guy does it as a service: guhlmotors.com

I think he had to hack the ECU code. I don't know of anybody that sells the software.

At one time Guhl was talking about selling an ecu keyed package. I haven't heard that has happened.
There are at least two other companies that I know of reflashing the c14. I have not used them so do your own research.

You can always try it yourself.

I would stay away from Dynotronics, and here you can find out why:

On the other hand, everyone seems to be really happy with Don Guhl, so he will be getting my business in the near future!
