Pretty sure this is going to end up in the Arena. I also know there's always 2 sides to a story. On the surface, I don't know what the police department  is thinking.

Department policies aside, there are laws in place that govern military service and what an employer can expect.  There are trade offs, some good, some bad for the employer.  Yes, it is an additional burden when a member is on orders and some overzealous administrator (who likely never served) may take offense at the military leave.  What this looks like to me is poor leadership in the police department.  But, without all the facts in is impossible to accurately judge just what happened.

My sentiments, too, SOP. Just wanted to bring it to the table and we'll have to see what transpires in the future. It's early and most of the facts are unknown at this time.
