Not so.  For every increase of 6db the sound level doubles.  That works out to the being over 16 times as loud for the 139db horn.   It will get out of the fairing.

I installed a FIAMM low-tone in the stock position. Very much better than the stock. It is pretty tight so you probably can only use one horn. They are only about $15 at auto parts stores.

Can you post a pic of that horn? How did it look after installation? Did you have to use a relay? Anything special?

I fart louder than the stock horns.  Most motorcycle factory horns are bad, but the Concours are pathetic.

An 1800 Gold Wing horn would be great but I don't know if it would require a relay or not.

I will attest to that, I have my Stebel mounted on the left side under the fairing, and it will hurt your ears in the open, and it will get someones attention  ;)
