I'll say without headlights,turn signals, brake lights, seat belts, and 3mph bumpers this guy is probably illegal, and yes, crazy. I would not want him on the road when I trying to ride/drive and looking for a vehicle a bit taller than him and going over the yellow line in turns as I'm approaching him from the opposing direction. Interesting and sometimes fun to watch on a closed road, but not on a public road open to all traffic. When he crashes or gets hit, not if, when, and he will crash, I feel bad for the guy/gals that will have to put their lives in danger to save or rescue him or the people he hits going this cool stuff. I know, I know, not a popular opinion here, but if he did it in my city, I'd be the one scraping his remains off the road.
