People want someone else, usually the Gov't, to make all of their decisions on every facet of their lives so when they make a mistake or do something stupid, it's payday because, after all, they can't be held accountable for a decision they never made, it's always someone else's fault. I've bought items where there is 30-40 different languages explaining the products do's and don'ts, and with pictograms. Addicts will do anything to get their high, personal safety does not factor in to the decision at all.
