Need help removing the front fender

It looks pretty straightforward, but how do you remove the plastic loops that the brake hoses go through?

Pokey:
Try a set of long needle-nose, why you need to take off the fender?

Bob:
I just cut them off and put new ones on for a few bucks. To me it's not worth possibly of scratching the fender trying to save them when removing them!  :D

My front wheel has been on and off many times and I've not found a reason to remove that fender.
