Title: fob and key for a 2018

I had a 2009 that i think had 2 fob's.

Now looking at a used 2018, and seems to only have 1 fob, and 1 back up luggage key.

Is this correct for the newer C14's ?

Yes unfortunately.
They economised with the facelift version ( 2010 on ).

A back-up luggage key eh?  Could that be the passive fob with key?

Yeah, if that "backup luggage key" is a key inside in flat, black plastic thing, that is the passive RFID fob.  Only 2008/2009 came with two active RFID fobs (larger black thing with a battery), after that it was 1 active and 1 passive fob.  Not quite sure why they did that.  I think just about everyone would prefer the former to the latter.

Yes, the fob is both an RFID key and a KIPASS remote key.
The flat one is just an RFID key.
Both have a physical key that is used for the luggage or gas tank.
The RFID aspect is used if the KIPASS fails.
Check the Owners Manuals for details on how to start the bike using RFID rather than KIPASS.
